中国“三无”特困人员达580万 将纳入救助供养   原标题:500多万群众受益国家特困人员救助供养制度   新华社记者 王思北 吴晶 高皓亮《中国青年报》(2016年02月18日04版)   经李克强总理签批,国务院日前印发《关于进一步健全特困人员救助供养制度的意见》,部署进一步做好特困人员救助供养工作。《意见》指出,保障城乡特困人员基本生活,是完善社会救助体系、编密织牢民生安全网的重要举措,是坚持共享发展、保障和改善民生的应有之义,也是打赢脱贫攻坚战、全面建成小康社会的必然要求。根据《意见》,国家将符合条件的城乡特困人员全部纳入救助供养范围,做到应救尽救、应养尽养。   据统计,全国没有劳动能力,没有生活来源,没有法定赡养、抚养、扶养义务人(简称“三无”)的特困人员,多达580余万人。此外,徘徊在“三无”边缘而没有统计在内的特困群众,尚无确数。如何救助特困人群,已成为我国扶贫攻坚的重点任务,更是关系全面建成小康社会目标达成的关键步骤。    应救尽救,应养尽养:政府职责义不容辞   2014年5月,国务院颁布的《社会救助暂行办法》实施,提出将农村五保户、城市“三无”群众作为“特困供养人员”进行专门保障。截至2014年10月,全国农村五保人数为531.8万人,享受城市居民最低生活保障的“三无”群众51.8万人。   中国农业大学人文与发展学院教授、中国社会保障学会社会救助分会副会长左停说,当前,我国经济发展呈现中高速增长新常态,而以现代化、城镇化为特征的社会转型仍未完成,“三无”特困人群在经济上没有收入来源和劳动能力、社会心理上缺少基本的家庭照料和生理上老幼残疾,属于我们社会中最困难的群体。   长期以来,我国先后建立起农村五保供养、城市“三无”人员救济和福利院供养制度,城乡特困人员基本生活得到了保障。然而,由于目前特困人员供养经费基本来源于地方政府一般性财政转移支付,而中央财政转移在东、中、西部地区比例不同,导致地方政府支付水平参差不齐,特困供养对象的认定标准、服务水平也差异很大。   “目前,各省份对特困供养对象的认定标准存在差异。”左停说,例如青海省将困境儿童(即“事实上无人抚养儿童”)纳入特困人员供养范畴,湖南省尚未将困境儿童纳入特困人员供养范畴,仅涵盖在最低生活保障制度内。   《国务院关于进一步健全特困人员救助供养制度的意见》明确,城乡老年人、残疾人以及未满16周岁的未成年人,同时具备无劳动能力、无生活来源、无法定赡养抚养扶养义务人或者其法定义务人无履行义务能力的,应当依法纳入特困人员救助供养范围。   “应救尽救,应养尽养是政府义不容辞的责任。”在左停看来,应适度放宽特困人员的适用范围、适当增加特困供养对象的数量指标,从实际困难的程度出发,把符合条件的特困人员全部纳入社会救助供养范围,保障他们的基本生活,为其构建最后一道社会安全网。    集中供养率不足三分之一:特困人员生存现状堪忧   在江西一家县级养老院,80多岁的袁奶奶经常摔倒住院。作为农村五保老人,尽管袁奶奶的住院费用政府全包,但住院期间的护理费敬老院没有办法承担,医院的护工太贵请不起,只能发动院内的老人去照料。   据民政部统计,全国平均每13名集中供养的“五保”对象仅拥有1名工作人员。人员设施不足、维护经费不足等因素导致很多农村老人无依无靠、不救不活。   目前,我国特困人员救助供养形式分为在家分散供养和在当地的供养服务机构集中供养。尽管全国3万多个乡镇已基本实现每个乡镇自建(或几个乡镇共建)有一个特困老人供养机构、每地(市)建有一个特困儿童供养机构和重症残疾人供养机构。截至2014年底,全国有面向供养老人和残疾人的床位数3934390张、面向收留儿童的床位数102174张,拥有服务人员260余万。可现实却是我国特困人员集中供养率不到三分之一。   “敬老院里低龄老人照顾高龄老人是一种理想模式,但是由于条件有限、额外劳动,导致有些低龄老人不愿意住进养老院。”一位基层供养机构的工作人员告诉记者,而且,由于护理力量不足,失能和未失能老人在集中供养意愿上结构性失衡,那些真正失能、需要照料的老人往往被拒之门外。”   针对此,《国务院关于进一步健全特困人员救助供养制度的意见》明确供养服务机构应当依法办理法人登记,并按照一定比例配备工作人员,强化托底保障能力,为特困人员提供基本救助供养服务。   左停认为,政府应创办一批有较好救助服务能力的中心供养机构,使其作为支点发挥好“杠杆性”的救助作用,也可以引领农村养老业的发展。对于供养机构的实际负责人(或法定代表人)应纳入编制,以强化责任和激励。对于在编的工作人员的工资应该单独纳入地方财政预算。开展专门针对集中供养机构的医疗保险项目(如长期护理保险),为失能、半失能、智障人员长期医疗护理提供稳定的资金来源。此外还应加大困境儿童的临时救助力度。对于不符合孤儿审批条件,生活处于极端贫困的困境儿童,也可以认定为“事实上无人抚养儿童”给予临时生活补贴,缓解其在生活和求学中所面临的压力,保证其健康成长。   创新管理:让“精准扶贫”早日造福特困人群   专家认为,从贫困深度来看,特困群体的贫穷困难程度最深,只能依靠政府的“兜底”来保障其基本生活、医疗和住房需求,而且挑战更大的,对这部分群体不是简单的转移支付就能解决他们的需求,他们中的相当部分还需要具体的生活照料服务。这也是精准扶贫的应有之义。   2015年下半年,青海省决定在黄南、果洛、玉树和海南藏族自治州开展农牧区困难老人代养服务试点工作。代养服务的主体是县级人民政府民政部门和乡镇人民政府,通过向社会力量购买养老服务的方式,委托第三方为农牧区困难老年人提供的基本居家养老服务,包括以日间探视为主要内容的日间照料服务,以帮助老年人餐饮或代为购买餐料为主要内容的助餐服务,以寻医问药为主要内容的助医服务,以洗衣、助浴、保洁为主要内容的助洁服务,以代为购买日常生活用品和代为办理一般事务为主要内容的代办服务,以及精神慰藉、安全守护等居家养老服务,以满足困难居家老人基本的日常生活照料服务需求。   这种创新管理方式打破了分散供养的特困人群长期处于弃养、半弃养状态的困局。左停认为,政府应积极试验社区分散供养或第三方寄养等模式,形成可考核的供养标准。在有条件的社区,应通过购买社会服务满足其基本的日常生活照料服务需求。   但是,专家强调,社会管理创新的前提是投入保障。国家对于特困人员救助供养标准早已作出规定,一般为当地人均生活消费支出的80%左右。但实际上我国大部分地区尚未达标,不少地方供养标准甚至只有当地人均生活消费支出的30%多。   《国务院关于进一步健全特困人员救助供养制度的意见》不仅对资金保障的各级政府职责明文列出,也对社会参与提出方向引导。   综合新华社北京2月17日电 责任编辑:刘德宾 SN222相关的主题文章:
