武汉楼市调控升级 或挡年轻人回流创业   市场流传近一周的“武汉楼市调控升级”传闻终于成真。   14日晚间23时许,武汉市住房保障和房屋管理局在其官网上发布《市人民政府办公厅关于进一步促进我市房地产市场持续平稳健康发展的意见》(下称《意见》)。《意见》规定,本地人在武汉主城区禁买三套房,外地人则需提供两年社保或纳税证明方可在武汉主城区购买一套商品房,禁买二套房。   据悉,上述升级版楼市调控令将从15日起实施。   地产专家解读认为,今年以来,武汉市连续出台三次楼市调控政策,而此次限购限贷升级政策的严厉程度超出市场想象,在抑制投机性购房需求、遏制房价过快上涨的同时,或将挡住“回流”创业、就业安家的年轻人。   限购满月 量价齐降   今年国庆期间,武汉市提出了“实施投资性限购,强化差别化住房信贷政策”,即对于武汉无住房的居民家庭,在主城区购买首套住房申请商业性个人住房贷款,最低首付比例为25%,二套房首付比例为50%,三套房的暂停发放商业性个人住房贷款;非本市户籍居民家庭购买二套房的,暂停发放贷款,禁止在武汉主城区购买第三套房。   新政推出一个月以来,武汉楼市出现了明显降温,成交量和成交价均有所下降。武汉市房地产市场信息网数据显示,武汉市商品住宅新增供应208.77万平方米,环比增加45.1%,同比增幅达31.7%。其中,主城区商品住宅新增供应152.49万平方米,环比增加55%,同比增加34.4%。但当月的新建商品住宅成交仅2.06万套,低于前三季度月均2.47万套的水平;商品住宅成交均价亦较“三限”组合拳之前下跌了1.6%,至10218元 平方米;主城区商品房的成交均价12763元 平方米,环比亦微跌0.4%。   进入11月,武汉楼市迎来供应高峰,预计将有48个楼盘开盘加推,但已鲜少再见“秒光盘”“日光盘”,市场回归冷静。以上周(11.7-11.13)为例,武汉共有7个楼盘开盘加推,但平均去化率只有79%。其中,�口古田片区一项目推出243套新房源,价格在15000元 平,去化率仅为58%。但位于光谷东和汉阳王家湾的两个项目去化率仍超过90%。   限购加码 禁买三套   根据《意见》,本次限购政策升级实施范围依然针对主城区(范围为江岸、江汉、�口、汉阳、武昌、青山、洪山以及武汉东湖新技术来发区、武汉经济技术开发区(不含汉南区)、市东湖生态旅游风景区等区域),远城区不在限购范围内。   主城区限购,采用商业贷款买房的,本市户籍首套首付比例提到到三成,二套144平米(含)及以下住房,首付比例五成起,144平米以上七成,三套禁买;非本市户籍居民在武汉主城区购房则需有2年不间断缴纳的社保或纳税证明(补缴的社会保险或者个人所得税不予认定),购买首套首付三成起,二套禁买。   升级版新政还对土地价格,预售证发放和在建在售商品房违法违规行为处罚等作出更严格的规定。包括:住房项目竞买土地保证金比例不得低于土地出让起始价格的60%,严格控制高地价、高溢价项目的出现,严防土地市场价格过快上涨。   对于不接受价格指导的开发商,暂缓核发预售许可证;对于已批商住房项目,在预售期间,销售价格一律不得调整。   对所有在建在售商品住房项目展开拉网式排查,严肃处理捂盘惜售、囤积房源、哄抬房价、未明码标价、虚假宣传等违法违规行为,并加大处罚力度。   或挡年轻人回流创业   一位湖北地产专家认为,这次升级版新政,严厉程度超出市场想象,有意外事件诱发因素。新政将给市场带来实质性降温,有效抑制投资需求,大幅降低房贷杠杆,特别是遏制外来炒房团行为,杜绝投机炒作损害刚需利益。   其中,首付最高7成及限购,大户型豪宅项目、高价地块项目将面临直接困难。武汉外来购房比例已超四成,新政下,一些外来购房比例较大的区域,比如此前火爆的光谷等区域,影响将最为明显。   另一位地产专家则指出,限购限贷政策进一步收紧,虽然将有效抑制投机性购房需求,遏制房价过快上涨,但一定程度上也挡住了有意“新武汉人”和外地回流人群的安家落户。   他指出,2009年至2015年间,武汉净流入人口达155.55万人,新政重提“2年社保证明”或将把部分“新进城武汉人”挡在此轮房地产热潮之外,不利于“武汉合伙人”政策的落实执行。   此外,还有地产专家认为,从前三季度湖北省房地产去库存来看,平均去化周期为9.7个月,但是城市之间差距较大,武汉一枝独秀不足6个月,但部分三四线城市去库存压力大,仍有36个县市商品房去化周期超过16个月。武汉严控,也能起到分流外来投资置业需求,惠及鄂州孝感等武汉城市圈城市发展。   据悉,目前武汉主城区供需失衡,价格上涨过快,差别化区域限购限贷,可引导需求转移,促进远城区市场发展,加速武汉1+6城市发展格局形成,有利于城市均衡发展。相关的主题文章:
